The Venture Capital Trust Fund (“VCTF” or “Trust Fund”) was established by an Act of Parliament (ACT 680) in 2004 to provide equity and quasi equity financing to eligible Venture Capital Finance Companies (VCFCs) to support SMEs. A seed capital of GH22.4 million, representing 25% of the proceeds from the National Reconstruction Levy from 2003 through 2006 was then allocated to the Trust Fund.
The Trust Fund operates by forming Venture Capital Finance Companies (VCFCs) with reputable private institutions both local and foreign. These VCFCs act as the intermediaries between SMEs requiring funds for viable business projects and the Trust Fund. Since inception, the Trust Fund has leveraged its seed funding to increase the pool of funds available for SME investing by more than GH100 million through the public –private partnership agreements.
A larger portion of these funds have already been invested in more than 46 SMEs spread across several sectors including Agriculture & Agro-processing, ICT, Pharmaceutical, Manufacturing, Education, Real Estate and Healthcare among others.
Additionally, the VCTF has a Special Purpose Vehicle (SPV) financing scheme, which supports rural agriculture and provides critical financial resources and technical assistance to small-holder farmers in sorghum, soybean, cassava and yellow maize in the three Northern regions and transitional belts in Ghana. The objective is to produce for import substitution for the brewery industry (sorghum & cassava) and to grow the Edible Oils and Poultry Industries (soybean and yellow maize) in Ghana.
